Recently while testing failover cluster and trying to make iSCSI cluster disk a shared volume between cluster nodes I got error 0x800713b8.
I was testing on Windows Server 2016 Standard and since I was short with the resources I put domain controller on one of the nodes of the failover cluster.
Long story short, you cannot put domain controller on failover cluster and have Cluster Shared Volume in Windows Server 2016.
After I removed domain controller from cluster nodes, I mounted Cluster Shared Volume successfully.
